The Dead Sea Scrolls in English

The best English translations of the Dead Sea Scrolls, including the sectarian writings at Qumran, are the following:
García Martínez, Florentino and Wilfred G.E. Watson. 1996. The Dead Sea Scrolls Translated: The Qumran Texts in English (2nd edn.). E. J. Brill, New York and Grand Rapids, Mich.

García Martínez, Florentino and Eibert J.C. Tigchelaar. 1997–1998. The Dead Sea Scrolls. Study Edition (2 vols.). Brill, Leiden and New York.

Wise, Michael, Abegg, Martin, and Edward Cook. 1996. The Dead Sea Scrolls: A New Translation. HarperSanFrancisco, San Francisco.

Wise, Michael, Abegg, Martin, and Edward Cook. 2005. The Dead Sea Scrolls: A New Translation (rev. edn.). HarperSanFrancisco, San Francisco.

Vermes, Geza. 1998. The Dead Sea Scrolls in English. Penguin Books, London.
Vermes (1998) is rather old now.

García Martínez and Watson (1996) seems to be one of the best translations, and García Martínez and Tigchelaar (1997–1998) provide the best scholarly edition with the texts in Hebrew and English.
